It is common misconception that the charges can be dismissed if the alleged victim does not appear in court.  This is not true.

THE PROSECUTOR WILL SUBPOENA THE VICTIM TO APPEAR IN COURT.

If the victim ignores the prosecutor’s subpoena, the prosecutor can ask the court to find the victim in contempt and issue a warrant for the arrest of the victim.

Furthermore, anyone who illegally induces the victim to ignore a subpoena can get in trouble himself.
